INTRODUCTION

Central Institute of Petrochemicals Engineering & Technology (CIPET) (formerly known as Central Institute of Plastics Engineering & Technology (CIPET)) was established in 1968 by Government of India with the assistance of United Nations Development Programme (UNDP) at Chennai. The main objective of setting up of this specialized institute was to develop manpower in different disciplines of Plastics Engineering & Technology as no similar institute was in existence in the country. International Labour Organization (ILO) served as the executing agency. During the initial project period between 1968 and 1973, the institute achieved the targets envisaged and was rated as one of the most successful UNDP projects implemented worldwide. Today CIPET is a premier Academic institution for higher & technical education under the Ministry of Chemicals & Fertilizers, Govt. of India fully devoted in all the domains of plastics viz:- Design, CAD/CAM/CAE, Tooling & Mould Manufacturing, Production Engineering, Testing and Quality Assurance. CIPET operates from various locations spread across the country to cater the needs of the Polymer and allied industries.

Post-independence, it became a matter of concern that Plastic Engineering & Technology was a growing science and yet there was not enough human resource to meet the demand. Imperative need was felt to establish CIPET -- the unique institute of its kind in the country and even today the institute holds a premier position. The primary objective of CIPET has been contributing towards the growth of the plastics industry through a combined program of education and research. The Institute has evolved through the years, creating closer ties with industries with the intent to create innovative plastic based solutions which are resource efficient and marketable. From our first location in Chennai, we now have 40 locations in 22 States and few more are in the process of Establishment. Every campus offers state-of-art facilities, turning out alumni with an innovative mind set and an entrepreneurial spirit. Our campuses are workshops for inventing the future, where students work with award winning faculty and experts to translate learning and research into action.

INFRASTRUCTURE

All the CIPET centres are equipped with state-of-the-art with excellent facilities in the areas of Design, CAD/CAM/CAE, Tooling & Mould Manufacturing, Plastics Processing, Testing and Quality Assurance with plan fund support from Government of India. In-line with the ever changing & challenging needs of the plastic industries, we continuously upgrade and modernize machinery, equipment and technology.

2. To render reliable and authentic services of Design, Tooling, Processing, Testing, Quality Assurance in Petrochemicals domain to satisfy the requirement of customers with the integrated state of art facilities and competent manpower.
3. To maintain a systematic and continual process improvement through modernization of facilities, updation of knowledge and skill of the faculty, by training and evaluation.

To offer blend of specialized Academic and Skill Development Training Programs in the field of Petrochemicals Engineering & Technology in order to provide qualified Human Resources with entrepreneurship qualities for Petrochemical & Allied Industries;

To provide Technology Support in the form of Consultancy Services in the fields of design, tooling, plastics processing, testing & quality assurance and Inspection Services to the Petrochemical Industries including plastic industries through a Quality Management System;

Dedicated R&D wings on Petrochemicals will develop New Technology, Applications & Handholding Entrepreneurs by Technology Transfer, Intellectual Property (IP) and Knowledge Base.

N.B: The expansion from plastics to petrochemicals will be done in phased manner as per the infrastructure development in respective areas.

CUSTOMER SERVICE CELL

The clients and customers of CIPET have an access to all the required technical information viz. Training & Technical Services offered by CIPET, charges for various services, status of their work assignment, technical data, enquires on standards, administrative procedures, training dates etc. at one desk. CIPET has established Customer Service Cell (CSC) at all CIPET Centers to interact with the customers/clients in an effective manner to provide information as desired by the customers. The Customer Service Cell is managed by a team of technically qualified competent Officers. All the customers/clients can straight away approach the Customer Service Cell functioning at CIPET Centres to avail the training & technical services. The Customer Service Cell is established with an objective to delight the customers as part of CIPET's Quality Management System (QMS) and customer focus approach.

Citizen Charter of CIPET has been formulated on the stated guidelines and as per documented quality management system to fulfil the expectations of its clients to their satisfaction with an intention to retain them on a long-term basis for mutual benefit. CSC at CIPET Centres is committed to serve customers/clients with the following objectives:

• Easy accessibility and customer friendly response within the laid down procedures.
• Commitment to provide information pertaining to training and technical services offered by CIPET.
• Facilitate interaction with training and technical department in satisfying the queries of customers.
• Ensure fulfilment of customer commitment with regard to quality and delivery of services through constant interaction with respective departments and clients.
• Act as a bridge between "Customer" and "Executing Department" in accomplishing the assignment (training or technical) to the satisfaction of customer/client.

Further, Customer Service Cell/Business Development Cell at Head Office, Chennai working under the direct control of Director General, CIPET ensures effective customer communication, customer grievance redressal through implementation of a documented procedure for customer feedback / complaints.

GRIEVANCE REDRESS MECHANISM

CIPET has established a Grievance Redress Mechanism with commitment to address any customer complaint or Grievance in a formalised procedure with following guidelines.

• Grievances shall be acknowledged and forwarded to concerned authority in a time bound manner as stated in the process flow of Grievance Redress Mechanism.
• Visitors to CIPET will be treated with courtesy and heard patiently to facilitate solving of their grievances.

THE PROCESS FLOW OF GRIEVANCE REDRESS MECHANISM WOULD BE AS FOLLOWS :

Step 1:
The customer may approach Principal Director & Head / Director & Head who is the Head of the Centre. The Head of the Centre (list enclosed) shall send the reply within 15 days from the date of receipt of the representation.

Step 2:
If the aggrieved client is not satisfied with the reply of the Head of the Centre, then they can represent to the Director (Legal), CIPET Head Office who is the Nodal Officer of CIPET for implementation of Citizen Charter. He shall examine and give his reply within 15 days from the date of receipt of the grievances.

Step 3:
If the Client/Customer is not still satisfied, they can represent to the Director General, CIPET and after examination he shall give his reply within 30 days from the date of receipt of the grievances.

Step 4:
If the Client/Customer's grievances is still not redressed, then they can represent to the Joint Secretary, Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, Govt. of India.
